Trump's Homeland Security Secretary Kristi Noem plans to abolish or shrink the Federal Emergency Management Agency (FEMA), which spends tens of billions of dollars a year to help people and states recover from disasters. State officials were urged Wednesday to prepare for the possible abolition of FEMA following a report by POLITICO's E&E News that senior Trump officials were taking steps to dissolve or shrink the agency.
